NPUSC Building Renovation Update and Plan
The goal of this article is to update the New Prairie United School Corporation (NPUSC) community on the final aspects of the NPUSC Facility Renovation Project.
The summary includes final project cost, actual taxpayer impact after the November 2016 bond sale, and an update on the final list of projects to be completed with referendum and NPUSC funds with a project completion timeline for spring 2017 through 2019.
NPUSC will be conducting the following public meetings as a follow up to this communication in order to answer questions about the renovation project and to seek community input about school system future goals and direction.
These meetings will take place:
Wednesday, March 8, at Rolling Prairie Elementary School Cafeteria, 7 p.m. CST Thursday, March 9, at New Carlisle Public Library, 6 p.m. CST/7 p.m. EST Tuesday, March 14, at New Prairie High School Library, 7 p.m. CST
Final Project Summary and Cost After community approval of the NPUSC Renovation Project in May 2016, NPUSC has been working through final proposals from construction/architectural teams. We have conducted final evaluations of our facility needs and finalized project details and timelines.
After a formal process under the Indiana Design-Build Construction law, Performance Services, Inc. (PSI) from Indianapolis won construction management of the project as lead design-builders after completing a competitive process with two other finalists.
PSI was selected through an evaluation/voting process by a six-member committee comprised of NPUSC leaders and independent construction professionals appointed by the NPUSC School Board of Trustees.
In the fall and spring of the 2015-16 school year, NPUSC communicated to the school community that the estimated project cost would be $37 million for construction costs, $42 million total cost including soft costs such as financing and equipment.
The Spring 2016 Referendum Ballot stated: “Estimated not to cost more than $42 million.” PSI’s final project winning proposal was for a $38.4 million construction cost.
Through additional NPUSC dollars that will be used to finance projects, plus additional bond revenue due to the lower than expected interest rate, NPUSC has been able to add some additional scope to the Renovation Project, while still executing the project in a way that will cost taxpayers less than advertised, due to savings in total interest cost.
The NPUSC Renovation Project taxpayer principal cost will be $43,775,068.40. Construction cost will be $40.6 Million.
Due to reduced interest costs, the total cost of the NPUSC Renovation Project will be 3 Million dollars less than the voter approved project.
Through reducing soft costs, value engineering, and adding additional revenue to the project (within taxpayer approved limits, plus NPUSC funds) the following projects will be able to be addressed in addition to projects discussed last spring: • More complete renovation of the Rolling Prairie main office to improve the secure entry, supervision and expand the Student Health Clinic. • Expanded middle school band classroom with storage area to address space/program needs. • Full renovation and expansion of the NPHS athletic weight room (present facility sits in the old middle school cafeteria and choir rooms). Expansion will consolidate and expand the facility and eliminate structures from the old facility that are obstacles to maximum support for all NPUSC students and student-athletes. • Middle school athletic football/soccer field facility that will support middle school football and the New Prairie soccer program. Facility will include one athletic field, bleachers, press box and restroom facilities adjacent to New Prairie Middle School. • Two additional classrooms in both New Prairie Middle and High School. • Installation of updated and expanded perimeter security monitoring systems and cameras to improve supervision, safety and oversight of facilities during all hours at all NPUSC facilities.
Project Completion Timeline Note: Middle School Athletic Field construction and completion dates are currently to be determined.
